Thank you to all the project teams who applied for funding during OR-MEP Open Enrollment 2025 Round 2 (2025-R2).

OR-MEP received 37 applications for funding in 2025-R2 Open Enrollment that closed on September 2. With over $1.2 million in funding available this round, we selected 11 projects from 10 organizations for OR-MEP funding based on our competitive scoring process. OR-MEP allocated funding between four categories as follows:

The 2025-R2 application period closed with a record number of submissions from Low–Cost Apartments, reflecting growing interest in unregulated properties remaining affordable. Despite receiving more high-quality applications than ever before with notably higher average scores, our limited incentive budget for this round meant we were unable to select as many projects as in previous cycles. Encouragingly, over half of the selected projects are located in rural communities, helping us make meaningful progress toward addressing historic gaps in program access. Selected projects in 2025-R2 include:
- 9 projects partnering with or owned by BIPOC Culturally Specific Organizations (82% of selected projects)
- 6 projects in communities with a high priority area index score of 3 or higher, indicating very high energy burden (55% of selected projects)
- 6 projects in rural communities (55% of selected projects)
- 3 projects are Low-Cost Apartments (27% of selected projects)
- 2 projects serving residents navigating very low incomes (18% of selected projects)
- 7 projects are non-profits or housing authorities (64% of selected projects)
